Dear Mr. Mulligan:

Your emails dated June 18, July 22, and August 7, 2002, which were addressed to Mr. Victor Dricks of the U.S. Nuclear Regulatory Commissions (NRCs) Office of Public Affairs, have bee referred to me for action. Your concerns focused on the manner in which the NRC issued the ultimate heat sink amendment for Cooper and the handling of your comments.

Thank you for bringing these matters to the attention of the NRC. We are taking your statements seriously and will take appropriate action within a reasonable amount of time. I have referred to the NRC Office of the Inspector General allegations that were contained in your emails. If we need any more information from you, we will contact you by phone.

I have assigned Mr. Stephen Dembek to be the manager for addressing your concerns. He will keep you informed of our progress.
