BRUNSWICK STEAM ELECTRIC PLANT, UNITS 1 AND 2 - REQUEST FOR ADDITIONAL INFORMATION, AMENDMENT TO REVISE PRESSURE TEMPERATURE CURVE LIMITS (TAC NOS. MB5579 AND MB5580)

Dear Mr. Keenan:

On June 26, 2002, Carolina Power & Light Company (CP&L), the licensee for the Brunswick Steam Electric Plant, Units 1 and 2, submitted information and requested revision of the vessel pressure-temperature (P-T) curves. Preliminary review of the submitted information indicated that the code used in the calculation of the proposed vessel fluence was not an NRC staff-approved code. In a teleconference on August 15, 2002, with the licensee and Westinghouse (the CP&L fluence contractor), the licensee stated it was seeking a plant-specific code benchmarking. To this end the licensee will submit an analysis of the PCA activity dosimetry benchmark experiment, an analysis of the H. B. Robinson dosimetry, and analysis of the available surveillance capsule and ex-vessel dosimetry for the Brunswick plant.

Westinghouse, while it is eminently qualified in the analysis of PWR dosimetry, does not have demonstrated expertise in BWR dosimetry analysis. Considering the proposed benchmarking, the NRC staff finds that the only BWR-relevant analysis is the Brunswick surveillance capsule and ex-vessel dosimetry. Taking into account the peculiarities of BWR dosimetry, the NRC staff finds that Westinghouse, through the licensee, should propose additional BWR analysis for code benchmarking. Such suitable additional analysis would be the BWR standard problem in NUREG-6115 or a similar BWR benchmark quality problem. In addition, the NRC staff may perform an audit of the Westinghouse calculations.

The NRC staff has targeted June 2003 for completion of its review; however, without the requested information, further review will not be attempted. Therefore, timely response to this request for additional information (RAI) will expedite the NRC staffs completion of the P-T
