OF JULY 24, 2002, MEETING WITH ENTERGY NUCLEAR OPERATIONS, INC., REGARDING PILGRIM NUCLEAR POWER STATION PROPOSED SAFETY-RELIEF VALVE SEISMIC ANALYSIS METHODOLOGY (TAC NO. MB5603)

On July 24, 2002, members of the U.S. Nuclear Regulatory Commission (NRC) staff participated in a Category 1 public meeting held at the NRC offices in Rockville, Maryland with representatives from Entergy Nuclear Operations, Inc. (ENO). Pursuant to the Commissions Policy Statement on Enhancing Public Participation in NRC Meetings, (67 FR 36920), dated May 28, 2002, the meeting was open to the public for observation and opportunity to communicate with the NRC staff following the business portion of the meeting. Attachment 1 is the meeting agenda, Attachment 2 provides the meeting handouts, and Attachment 3 lists the meeting attendees.

The meeting was scheduled at the request of ENO. The purpose of the meeting was to provide the NRC staff with a presentation of a seismic analysis methodology proposed for safety-relief valve (SRV) downcomers at the Pilgrim Nuclear Power Station (Pilgrim) presented in ENOs application dated July 5, 2002, to increase the licensed power level of Pilgrim by 1.5%.

The meeting began with opening remarks made by Pilgrim Project Manager, Mr. Travis L. Tate, Division of Licensing Project Management, Office of Nuclear Reactor Regulation. Mr. Tate discussed the Category 1 meeting designation, the level of public participation, and the purpose and objectives of the meeting. Following introductions by the attendees, the meeting was turned over to ENO for the presentation and discussion. Mr. Bryan Ford, ENOs Licensing Manager for Pilgrim, discussed the overview of the application dated July 5, 2002, which involves a request to increase the licensed power level for Pilgrim based on a 1.5% feedwater flow uncertainty reduction. The proposed 1.5% increased power level is planned to be implemented during the April 2003 refueling outage and involves modifications to install new feedwater flow measurement equipment, a new high pressure turbine, new turbine control valves, new moisture separator internals, and increase the SRV throat capacity. Mr. Raymond Pace, ENOs Mechanical/Civil Design Supervisor for Pilgrim, provided details of the proposed application of the Independent Support Methodology (ISM) for the piping/support analysis as a result of the higher SRV flow, including the history and benefits of its use. Mr. Ford concluded ENOs presentation with a summary of the key points.

Following closing remarks by Mr. Tate, the meeting adjourned at approximately 11:00 a.m.
