"Storage of Classified Information," dated August 7, 2002 Gentlemen:
The above referenced letter requested Southern California Edison (SCE) to submit a letter to the NRC to confirm what manner it would select to allow NRC personnel to store classified information at the San Onfore Nuclear Generating Station (SONGS).
Within the referenced letter, the NRC provided for 3 options related to storage of classified materials. Option 3 of the referenced letter stated:
"...install a small two-drawer NRC security container inside the protected area, preferably inside the Central Alarm Station (CAS) or Secondary Alarm Station (SAS)."
SCE has discussed this matter with the NRC Senior Resident Inspector and SCE has selected this option as the best alternative for classified materials storage, and plan to provide space for a small security container which will be located in the Secondary Alarm Station (SAS). While the SAS is not located within the Protected Area (PA), this location is continuously manned by a security officer, with controlled access to this area.
As discussed within the referenced letter, SCE will not move this security container or attempt to gain access to it without getting prior permission from the NRC. In addition, should this container be found unlocked and unattended, SCE security personnel will immediately notify the NRC, either the resident inspector or the NRC Headquarters Operations Officer, and will guard the contents until NRC personnel are present.
