Pursuant to the applicable requirements of 10 CFR Parts 50, 51 and 54, South Carolina Electric &
Gas Company (SCE&G), acting for itself and as agent for South Carolina Public Service Authority, hereby applies for the renewal of the operating license for the Virgil C. Summer Nuclear Station (VCSNS). The current license (NPF-12) expires at midnight August 6, 2022. SCE&G requests that the operating term of this license be extended by 20 years, so that the license will expire on midnight of August 6, 2042.
The enclosed Virgil C. Summer Nuclear Station License Renewal Application (LRA) contains the information required by 10 CFR Part 54, and is filed in accordance with Subpart A of 10 CFR Part 2, 10 CFR Part 50.4, and 10 CFR Part 50.30. Actions or programs relied on or required to manage plant aging concerns are also included in the enclosed LRA. Appendix E of the LRA is an environmental report, which satisfies the applicable requirements of Subpart A of 10 CFR Part 51.
The enclosed LRA has been prepared in a format compatible with NUREG-1 800, Standard Review Plan for the Review of License Renewal Applications for Nuclear Power Plants, published July 2001.
The LRA contains references to NUREG-1801, Generic Aging Lessons Learned (GALL) Report, published July 2001. Additionally, the guidance provided by NEI 95-10, Industry Guidelines for Implementing the Requirements of 10 CFR 54 - The License Renewal Rule, dated March 2001 was utilized.
As required by 10 CFR Part 54.21(b), current licensing basis changes, which have a material effect on the content of this application, will be identified at least annually while the application is under review by the NRC staff and at least three months prior to the scheduled completion of the NRC review by providing an amendment to the application.
