January - June 2002 North Atlantic Energy Service Corporation Page 3 PROGRAM EFFECTIVENESS The data compiled during this reporting period is presented in the graphic analysis beginning after the management summary in this report.

During the first half of 2002 North Atlantic Energy Service Corporation (NAESCo) conducted 1,036 tests. There were 27 failures, resulting in a positive test rate of 2.61%. In the next two paragraphs these figures are broken down into two categories - outage contractors, and stable workforce. The stable workforce is then broken down into two categories - licensees and contractors.

During this period NAESCo processed approximately 905 short-term contractors to work a refueling outage. Approximately 617 tests were conducted on these individuals, resulting in 19 positive tests and a positive test rate of 3.08%. There were 12 marijuana failures, three alcohol failures, two cocaine failures, and two administrative failures (one failed to show for pre-access test and one refused to test for cause).

At the same time, there were approximately 419 tests conducted on the stable workforce, resulting in 8 positive tests and a positive test rate of 1.91%.

"* Licensees account for five failures. There were four alcohol failures, and one marijuana failure.

"* Contractors account for three failures. There was one failure for each of these substances

- alcohol, marijuana, and cocaine.

Nearly 30 percent (4 of 14) of the marijuana failures this period were detected at North Atlantic's 50ng cutoff level.

There were three cocaine failures during this reporting period. Because NAESCo experienced a dramatic increase in cocaine failures in 1999, all cocaine failures from 1990 have been tracked.

The 1999 increase has now been determined to be an anomaly, not a trend.

All available evidence indicates that the continued support of NAESCo management and employees has provided the basis for the FFD program's effective implementation and continued advancement toward the goal of achieving a workplace free of drugs and alcohol and the effects of such substances.

1. Trained all collectors in use of new breath alcohol testing devices (RBT IV's).
2. Recertified nine collection personnel for proficiency in urine specimen collection and breath alcohol measurement.
3. Updated one Office Instruction.

01-13: Modified to accommodate a secondary FFD outage location, and a change in shipping supplies provided by the testing laboratory.

4. Added one new Office Instruction.

01-14: FFD Procedures and Forms for use in FFD Outage Trailer (Current procedures and forms modified to accommodate trailer location)

5. Took a variety of actions to maximize efficiency of FFD as it relates to in-processing of contractors to work refueling outage.

"* Initiated use of a trailer as a satellite FFD location near other in-processing functions.

"* Temporarily expanded FFD hours of operation.

"* Modified and created FFD documents as needed to accommodate second testing location.

6. Continued efforts to encourage use of the Voluntary Testing program.

January - June 2002 North Atlantic Energy Service Corporation Page 5 BLIND SPECIMEN REPORT To ensure laboratory quality control, North Atlantic Energy Service Corporation contracted with Duo Research Inc., Denver, CO, to provide blind performance test specimens in accordance with the NRC Guidelines (10CFR26, Appendix A). Approximately 80 percent of these blind performance test specimens were blank (i.e., certified to contain no drug) and the remaining samples were positive for one or more drugs per sample in a distribution such that all the drugs tested were included in approximately equal frequencies of challenge.

During the first half of 2002, NAESCo submitted 118 blind performance test specimens to Quest Diagnostics, Inc., Norristown, PA. The following statistics are presented in such a way as to show that the requirements were met during each quarter of this six-month period as well as for the total reporting period.
