Dear Mr. Venable:

By letter dated March 14, 2001, as supplemented by letters dated April 13, 2001, and March 15, 2002, Entergy Operations, Inc. submitted changes to Waterford Steam Electric Station, Unit 3 (Waterford 3), Emergency Plan pursuant to 10 CFR 50.54(q) and 10 CFR 50.4.

After reviewing your request, the Nuclear Regulatory Commission staff has determined that additional information is required to complete the review. On July 18, 2002, this was discussed by telephone and your staff stated that Waterford 3 will submit the response to the request within 30 days of receipt of this letter.

WATERFORD STEAM ELECTRIC STATION, UNIT 3 (WATERFORD 3) 1.

NUREG-0654 Table B-1 identifies that the licensee needs the capability to augment control room staff with two individuals with expertise in the electrical and instrumentation and control areas within 30 minutes of a declared emergency. Also, NUREG-0654 identifies that the licensee needs the capability to augment the control room staff with three individuals with mechanical maintenance/radwaste operator expertise and electrical maintenance expertise within 60 minutes. Discuss the on-shift compensation to accomplish these functions.

NUREG-0654 Table B-1 identifies the need for senior health physics expertise to perform the dose assessment task within 30 minutes. Since this expertise may not be available for up to 90 minutes, discuss the on-shift compensation planned for the performance of this task.

Provide a revised Waterford 3 Emergency Plan Table 5-1 showing the proposed on-shift and augmented staffing levels.

10 CFR 50.47(b)(8) stipulates that "Adequate emergency facilities and equipment to support the emergency response are provided and maintained."Section IV.E.8 of Appendix E to Part 50 requires, "A licensee onsite technical support center and a licensee near-site emergency operations facility from which effective direction can be given and effective control can be exercised during an emergency." GL 82-33 dated December 17, 1982, transmitted Supplement 1 to NUREG-0737, "Requirements for Emergency Response Capability," addressing Three Mile Island Action Item III.A.1.2, "Upgrade Emergency Support Facilities," which included requirements for the technical support center. Section 8.2.1.j, requires, in part, "... and be fully operational within approximately 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> after activation." Is Waterford 3 requesting to extend that operational time goal from 60 to 90 minutes? If so, provide the technical basis for such request.

Discuss the changes made relative to on-shift and augmentation staffing levels in response to the event on June 10, 1995, as describes in Information Notice 95-33, "Switchgear Fire and Partial Loss of Offsite Power at Waterford Generating Station, Unit 3."

6.

Provide references from the Waterford 3 Emergency Plan and management approved documents that authorize the person in charge of the emergency to call emergency response personnel at any time.

7.

If final or raw population data is available for the year 2000, provide the most recent population density estimates for the plume exposure pathway.
