OF MEETING BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION (NRC) STAFF AND CAROLINA POWER & LIGHT REPRESENTATIVES TO DISCUSS THE ROBINSON NUCLEAR PLANT LICENSE RENEWAL APPLICATION On July 18, 2002, the NRC staff met with members of the Carolina Power & Light (CP&L)

Company in a public meeting to discuss the license renewal application (LRA) for the Robinson Nuclear Plant (RNP). The list of attendees is provided in Enclosure 1, and the meeting agenda is provided in Enclosure 2.

CP&L provided an overview of the application, including how the Standard Review Plan for Review of License Renewal application (SRP-LR) format was used in developing the LRA and how the LRA incorporated the lessons learned from the recent Generic Aging Lessons Learned (GALL) demonstration project. CP&L also discussed some of the key terms used in the RNP LRA and how the staff should correlate the terminology to the License Renewal Rule (the Rule) requirements.

With regard to scoping and screening, CP&L explained the methodology used to scope and screen structures, systems, and components to identify those structures and components that are subject to an aging management review (AMR), and gave examples of how these results are documented in the LRA.

CP&L described the process used to compare RNP aging management programs (AMPs) with those credited in the GALL report, to discuss how differences were either justified or reconciled, and how these results were documented in the LRA. CP&L also showed how adequate aging management of structures and components is demonstrated in the LRA. Finally, CP&L discussed current technical issues and how they were addressed in the RNP LRA.

During the meeting, NRC staff and CP&L discussed the following:



CP&L has identified 33 AMPs. Six are new programs, 27 are existing programs. Of the 27 existing programs, 19 required enhancements for license renewal.



The results of the AMR are documented in two tables. The first table (3X-1) includes components and the commodity groups whose aging management is evaluated in the GALL Report. Additionally, component/commodities beyond that listed in GALL Report have been added if the combination of material, environment, and aging management are the same. The second table (3X-2) provides information regarding AMPs that are different or not addressed in GALL Report.



The boundary drawings are provided for mechanical systems, both in hard copy and electronic format. No boundary drawings are provided for fire protection systems.

CP&L will provide supplemental information regarding in-scope systems for fire protection.



CP&L is preparing responses to the interim staff guidance (ISG). The information will be provided for staffs review as soon as it is ready, without waiting for requests for additional information (RAIs).



The application includes a list of commitments.



CP&L has considered Operating Experience (OE) up to December, 2001. The OE is documented in calculation packages maintained at the site.

CP&Ls presentation provided an opportunity for the staff to learn and ask questions about the applicants basis for the LRAs methodology, processes, and results.

A draft of this meeting summary was provided to the applicant to allow them the opportunity to comment prior to the summary being issued.
