P.O. Box 4, Route 168 Shippingport, PA 15077 March 25, 2002 DMR Clerk Department of Environmental Protection Bureau of Water Quality Management 400 Waterfront Drive Pittsburgh, PA 15222 NPDES Permit PA0025615. Notice of Non-Compliance Outfall 013

Dear Sir or Madam:

On June 27, 2002, the pH at Outfall 013 was calculated at 5.10 S.U., which exceeded the monthly minimum pH limit of 6.0.

Outfall 013 is the discharge into Pegg's Run. Sampling the outfall is inaccessible; therefore monitoring requirements are met by collecting a composite sample at each internal monitoring point contributing to the discharge at Outfall 013. On June 27, 2002 a sample was collected from the Unit 2 Sewage Treatment Plant (STP) (Outfall 113) and Oil/Water Separator #23 (Outfall 313) and a flow weighted composite was prepared to meet the sampling and analysis requirements for Outfall 013. The pH of the sample composite was measured at 5.10 S.U.

The cause of the low pH was due to excessive solid inventory and subsequent lowering of the pH of the STP. Sodium bicarbonate was added to the STP to buffer the pH and the solids inventory reduced by contracted septic hauler. The pH of the STP returned to normal range on June 28, 2002 and on June 29, 2002, a composite sample collected for Outfall 013 had a measured pH of 7.21 which was within permit effluent limits.

Beaver Valley is currently working with US Filter Sanitary Treatment Engineers to improve the operation of the STP to prevent future water quality problems.
