Dear Mr. Travers:
We the undersigned members of the North Carolina General Assembly represent Chatham County, an area within the ten-mile emergency evacuation radius of the Shearon Harris Nuclear Plant. We request the following information:
- 1) The amounts paid by the utilities owning each of the nuclear power plants in North Carolina to each of the county governments within their ten mile radii for evacuation planning and preparation for each of the last five years.
- 2) A statement of how the dollar amounts allotted to these counties are calculated. Please explain how the NRC monitors these payments, the process by which non-compliance is determined, the penalties for non compliance, and the proper procedure for local government officials or citizens to challenge the adequacy of these payments.
- 3) Those laws and regulations regarding evacuation planning and preparation, and also those pertaining to the evaluation of the adequacy of the plans and preparations and the proper procedure for local government officials or citizens to challenge their adequacy.
- 4) A statement as to how a local or state government might set up its own nuclear emergency evacuation plan to coordinate with or supercede that EDO -- G20020452
of the nuclear utility, as well as the options available for having the associated expenses reimbursed by the utility.
- 5) Any requirements on the utilities owning nuclear power plants to develop evacuation planning and preparation beyond the ten mile radii of the plants, as well as how these responsibilities correspond with the responsibilities of the Federal Emergency Management Administration and state governments.
- 6) A copy of any proposed modifications or elaborations of the laws or regulations cited above due to the 9/11 terrorist attacks.
