SUMMARY
OF JULY 9, 2002, MEETING WITH TVA TO DISCUSS THE SEQUOYAH UNIT 1 STEAM GENERATOR REPLACEMENTS On July 9, 2002, the U.S. Nuclear Regulatory Commission (NRC) staff met with representatives of Tennessee Valley Authority (TVA) and Bechtel at the NRC Headquarters in Rockville, Maryland. TVA requested this meeting to discuss three topical reports and a one-time technical specification (TS) change related to the pending replacement of the steam generators (SGs) for Sequoyah Nuclear Plant (SQN) Unit 1. The meeting was classified as a Category 1 meeting, however, no members of the public were in attendance. Enclosure 1 is a list of attendees and is a copy of TVAs handout distributed during the meeting. The handout includes TVAs agenda for the meeting.
TVA submitted three topical reports to provide the technical justification for:
The proposed use of an alternative methodology for concrete reinforcement rod (rebar) splicing, Topical Report Number (No.) 24370-TR-C-001

The details regarding rigging and heavy load handling, Topical Report No. 24370-TR-C-002 [ADAMS Accession No. ML021060581], and

The licensee discussed their responses to questions proposed by the staff in public meetings on August 9, and October 10, 2001. The technical staff proposed additional questions during the July 9 meeting concerning the type of leak-rate testing to be performed after restoring the containment structure, shear stress and yield analyses for those bolts used in the rebar splicing, the clarification of the licensees program for the review of the vendors quality assurance program, and the use of certain industry standards. Questions were proposed regarding clarification of how the licensee intends to meet various requirements in Section 5.1 of NUREG-0612, Control of Heavy Loads at Nuclear Power Plants. Also, a clarification regarding the specified time frame for the proposed TS change was discussed. The technical staff indicated their intention to address their questions in future correspondence. In conclusion, the licensees representatives stated that the meeting was beneficial in their understanding of the technical staffs questions and concerns regarding the three topical reports.
