DONALD C. COOK NUCLEAR PLANT, UNITS 1 AND 2 - WITHDRAWAL OF RELIEF REQUEST FROM 10 CFR 50.55a (TAC NOS. MB3551 AND MB3552)

Dear Mr. Bakken:

By letter dated October 4, 2001, pursuant to 10 CFR 50.55a, Indiana Michigan Power Company (I&M), the licensee for Donald C. Cook Nuclear Plant (D. C. Cook), Units 1 and 2, requested approval of two alternatives to the requirements of Section XI of the American Society of Mechanical Engineers Code for repair of flaws that may be identified during inspections of the reactor vessel heads at D. C. Cook, Units 1 and 2. Specifically, the proposed alternatives would allow the use of an ambient temperature automatic or machine gas tungsten arc weld temper bead process for certain repairs to J-groove welds on vessel head penetrations (VHPs),

and the use of the embedded flaw technique for repairs to J-groove welds on VHPs. No repairs were required following the examination of each units reactor vessel head. Therefore, I&M does not require approval of the proposed alternatives.

By letter date July 17, 2002, I&M stated that the proposed alternatives to 10 CFR 50.55a are no longer required and requested that the proposed alternatives be withdrawn. Therefore, based on your letter, the request for review of the proposed alternatives is considered to be withdrawn.

This completes the Nuclear Regulatory Commission review of the proposed alternatives.
