REVIEW OF PROPOSED NEAR-SITE AIRPORT (TAC NOS. MB5449 AND MB5450)

Dear Mr. Terry:

By letter dated June 10, 2002, to Mr. Ellis Merschoff, Regional Administrator for the U.S. Nuclear Regulatory Commissions (NRCs) Region IV, we were informed by the Federal Aviation Administration (FAA) of a proposed airport in the vicinity of the Comanche Peak Steam Electric Station (CPSES) in Glen Rose, Texas. The June 10, 2002, letter from the FAA is enclosed, herein. While consideration has been given to the probability of accidental aircraft crashes at CPSES, as indicated in Section 2.2.2.5.2 of the CPSES Final Safety Analysis Report (FSAR), an aircraft crash was not a part of the design basis for CPSES due, in part, to the absence of airports close to CPSES.

On June 10, 2002, Region IV NRC staff conducted a teleconference with FAA staff regarding the application for the proposed airport. At that time, the FAA staff informed the NRC staff that the proposed airport was sufficient for take-off and landing of a 737 aircraft. In addition, the application estimates that following construction of the proposed airport, 3 multi-engine aircraft will use the airport, and 12 aircraft will use the airport within 5 years. For the average number of landings, the application indicates 3 jet and 3 turboprop landings per month following construction of the proposed airport, expanding to 10 jet and 12 turboprop landings per month within 5 years. The application for the proposed airport is attached to the June 10, 2002, FAA letter.

The enclosed June 10, 2002, letter from the FAA is provided to you for your information, which is also available through the NRC Agencywide Documents Access and Management System (ADAMS) under Accession No. ML021750575. The proximity of the proposed airport and the associated air traffic approach patterns toward the plant is such that, should this airport be constructed, the NRC staff anticipates that TXU Energy would provide a reassessment of the
