3 RA-EP-02840 Revision 00 1.0 PURPOSE This procedure describes the emergency actions that shall be performed by Davis-Besse Nuclear Power Station (DBNPS) personnel in the event of an explosion at DBNPS.

2.0 REFERENCES

3.1 EXPLOSION

An uncontrolled violent expansion or bursting that is accompanied by loud noise and equipment damage. An explosion is typically caused by a sudden release of energy from a very rapid chemical reaction, or from an escape of gases or vapors under pressure.

4.0 RESPONSIBILITIES 4.1 The Shift Manager shall implement this procedure in the event of an explosion.

5.0 INITIATING CONDITIONS This procedure shall be utilized when:

5.1 An explosion has occurred.

5.2 The Shift Manager has been notified of an explosion.

4 RA-EP-02840 Revision 00 6.0 PROCEDURE 6.1 Activation 6.1.1 IF the Shift Manager determines that an explosion has occurred, THEN he shall immediately:

a. Direct a check of control room instrumentation to identify affected plant areas.
b. Direct corrective action according to the effects indicated on the control panels.
c. Direct a search of the affected area(s) for injured personnel in accordance with RA-EP-02420, Search and Rescue.
d. Direct that injured personnel be treated onsite or transported to medical facilities. If they are radioactively contaminated, RA-EP-02800, Preparation and Transport of Contaminated Injured Personnel, shall govern these actions.

If they are not radioactively contaminated, RA-EP-02000, Medical Emergencies shall be the governing procedure.

e. Determine if there is a fire in the plant, and if so, follow the instructions in DB-OP-02529, Fire Procedure.
f. Determine if there is a hazardous chemical or oil spill, and if so, follow the instructions in RA-EP-02850, Hazardous Chemical or Oil spills.
g. Determine the proper emergency classification, in accordance with RA-EP-01500, Emergency Classification.

6.2 Operation 6.2.1 When personnel are accounted for and the injured treated, the Shift Manager or another licensed operator shall conduct a physical examination of all affected areas with particular attention to the following systems, as appropriate:

a. Emergency Core Cooling System; including the Borated Water Storage Tank
b. Component Cooling Water
c. Service Water
d. Makeup and Purification Systems
e. Boric Acid Storage Tanks and associated piping
f. Radwaste Systems

g. Spent Fuel Pool and Spent Fuel Pool Cooling System
h. New Fuel Storage
i. Containment Integrity
j. Auxiliary Feedwater
k. Nuclear Steam Supply System
1. Ultimate Heat Sink 6.2.2 If the physical inspection revels any tank leaks, pipe whip damage, equipment or component failure, or structural damage; then the Shift Manager shall determine the proper emergency classifications in accordance with RA-EP-01500, Emergency Classification, and take actions accordingly.

6.2.3 IF after inspection, sabatoge is suspected or confirmed, THEN the following actions shall be taken:

a. The Shift Manager shall notify the Supervisor - Security Shift in accordance with the Industrial Security Plan.
b. The Plant Manager shall notify the Nuclear Regulatory Commission in accordance with DB-OP-00002, Operations Section Event/Incident Notification and Actions.

7.0 FINAL CONDITIONS This procedure shall be deactivated when in the judgement of the Shift Manager:

7.1 There is no reasonable probability of another explosion or explosions.

AND 7.2 The event has been classified as an emergency in accordance with RA-EP-01500, Emergency Classification and the appropriate Emergency Plan Implementing Procedure has been or is being utilized.

OR 7.3 The explosion has caused minimal damage and conditions are stable

6 RA-EP-02840 Revision 00 8.0 RECORDS 8.1 The following quality assurance records are completed by this procedure and shall be listed on the Nuclear Records List, captured, and submitted to Nuclear Records Management in accordance with NG-NA-00106:
