SUMMARY

- DISCUSSION OF THE FRAMATOME FUEL TRANSITION PROGRAM AT NORTH ANNA POWER STATION On April 16, 2002, representatives of VEPCO and Framatome met with the U. S. Nuclear Regulatory Commission (NRC) staff at the NRCs offices in Rockville, MD, to discuss the plan to replace Westinghouse fuel with Framatome fuel at the North Anna Power Station during the Spring 2003 refueling outage. This meeting was open to the public, except for a portion that was closed for the discussion of proprietary information.

VEPCO presented an overview of their plans to implement Framatome ANP Advanced Mark BW fuel at the North Anna Power Station during the Spring 2003 outage. They provided a summary of the various evaluations that were included in their license amendment application dated March 28, 2002, which requested NRC staff approval to use this type of fuel. VEPCO intends to provide the loss-of-coolant accident (LOCA) analyses as a supplement to this amendment application by August 2002. The NRC staff and VEPCO representatives reached agreements on due dates for the NRC staff to complete their evaluations on two related topical reports. In addition, the NRC staff indicated it would be a challenge to complete their evaluation of this amendment application by January 31, 2003, in order to support VEPCOs schedule.

Nevertheless, the NRC staff will contact VEPCO if they are unable to meet this date.

During their presentation, the Framatome representatives discussed the plant-specific issues impacting upon the LOCA modeling. The NRC staff and Framatome representatives briefly discussed the flooding rate mentioned in the Framatome letter dated April 3, 2002, BEACH Topical Report Revision - BAW 10166, Revision 5, NRC Verbal Request for Information. The NRC staff expressed concerns about the lack of experimental data available to support the plant-specific issues of core peaking for LOCA evaluations, end of transient justification, and small-break LOCA analysis. The Framatome and VEPCO representatives both replied that they were willing to work with the NRC staff to resolve any outstanding items.
