Dear Mr. Anderson:

The Commission has issued the enclosed Amendment No. 216 to Renewed Facility Operating License No. DPR-51 for Arkansas Nuclear One, Unit No. 1. The amendment consists of changes to the Technical Specifications (TSs) in response to your application dated January 31, 2002.

The amendment revises TS 5.6.5, Core Operating Limits Report (COLR), to include an additional reference to Entergy Operations, Inc., Topical Report ENEAD-01-P, Qualification of Reactor Physics Methods for Pressurized Water Reactors of the Entergy System.

A copy of our related Safety Evaluation is also enclosed. The Notice of Issuance will be included in the Commission's next biweekly Federal Register notice.

The Nuclear Regulatory Commission (the Commission) has found that:

A.

The application for amendment by Entergy Operations, Inc. (the licensee) dated January 31, 2002, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commissions rules and regulations set forth in 10 CFR Chapter I; B.

The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Commission; C.

There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commissions regulations; D.

The issuance of this license amendment will not be inimical to the common defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commissions regulations and all applicable requirements have been satisfied.

Accordingly, the license is amended by changes to the Technical Specifications as indicated in the attachment to this license amendment, and paragraph 2.c.(2) of Renewed Facility Operating License No. DPR-51 is hereby amended to read as follows:

2. Technical Specifications The Technical Specifications contained in Appendix A, as revised through Amendment No. 216, are hereby incorporated in the renewed license. The licensee shall operate the facility in accordance with the Technical Specifications.

The license amendment is effective as of its date of issuance and shall be implemented within 60 days from the date of implementation of Amendment No. 215.

SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO. 216 TO RENEWED FACILITY OPERATING LICENSE NO. DPR-51 ENTERGY OPERATIONS, INC.

ARKANSAS NUCLEAR ONE, UNIT NO. 1 DOCKET NO. 50-313

1.0 INTRODUCTION

By letter dated January 31, 2002, Entergy Operations, Inc. (Entergy or the licensee), submitted a request for changes to the Arkansas Nuclear One, Unit No. 1 (ANO-1), Technical Specifications (TSs) (Reference 1). The requested change revises TSs 5.6.5, Core Operating Limits Report (COLR)," adding a reference to Entergy Topical Report ENEAD-01-P, Qualification of Reactor Physics Methods for the Pressurized Water Reactors of the Entergy System.

2.0 BACKGROUND

By letter dated January 7, 1994, Entergy requested that the U.S. Nuclear Regulatory Commission (NRC) review and approve Topical Report ENEAD-01-P for use at ANO-1 and Arkansas Nuclear One, Unit 2 (ANO-2), and Waterford Steam Electric Station, Unit 3 (WAT-3).

The Topical Report documents a NRC-approved methodology that can be utilized to determine core operating limits. The report has been reviewed and approved by the NRC in a Safety Evaluation dated September 29, 1995. (Reference 2).

3.0 EVALUATION The licensee requested that TS 5.6.5.b, Core Operating Limits Report (COLR), be modified by the addition of Entergy Topical Report ENEAD-01-P. The request satisfies the requirement for such changes provided by Generic Letter (GL) 88-16 (Reference 3). GL 88-16 was issued to alleviate the unnecessary burden of listing cycle-specific limits in the TSs. GL 88-16 was constructed to satisfy the requirements of 10 CFR 50.36(c)(1), which requires the specification of Safety limits...upon important process variables that are found to be necessary to reasonably protect the integrity of certain of the physical barriers....

To satisfy 10 CFR 50.36(c)(1), GL 88-16 specifies that..specific values of these limits may be modified by licensees, without affecting nuclear safety, provided that these changes are determined using an NRC-approved methodology and consistent with all applicable limits of the plant safety analysis.... Topical Report ENEAD-01-P has been reviewed and approved by the staff for application to ANO-1, ANO-2, and WAT-3 (Reference 2). The validation was based on data from these plants, and Entergy intended to provide reload cycle-specific support for these three plants. Topical Report ENEAD-01-P is based on CASMO/SIMULATE, and is thus subject to their limitations (i.e., that CASMO be used for verified parameter ranges and that SIMULATE be used for steady-state physics analyses with the approved versions of CASMO-3 and TABLES-3 codes).

Topical Report ENEAD-01-P satisfies the GL 88-16 requirements, therefore, satisfies 10 CFR 50.36(c)(1), which renders it acceptable for referencing in the ANO-1 COLR. The staff concludes that the request to add Topical Report ENEAD-01-P to ANO-1 TS 5.6.5.b is acceptable.

4.0 STATE CONSULTATION

In accordance with the Commissions regulations, the Arkansas State Official was notified of the proposed issuance of the amendment. The State official had no comments.

5.0 ENVIRONMENTAL CONSIDERATION

The amendment relates to changes in recordkeeping, reporting, or administrative procedures or requirements. The Commission has previously issued a proposed finding that the amendment involves no significant hazards consideration, and there has been no public comment on such finding (67 FR 7416, published February 19, 2002). Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10). Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendment.

6.0 CONCLUSION

The Commission has concluded, based on the considerations discussed above, that (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.
