The enclosed report provides FFD Program performance data for personnel subject to the requirements of 10 CFR 26, for the period July 1, 2001 through December 31, 2001.

EFFECTIVENESS EVALUATION Fitness For Duty Program Performance Data Random testing is required to be performed at an annual rate of at least 50% of the workforce in accordance with 10 CFR 26.24(a)(2). The current six month reporting period random testing rate was approximately 27.8 % for Carolina Power and Light Company (CP&L) Plants (Brunswick, Harris, and Robinson) and 23.9% for Florida Power Corporation (FPC) Crystal River Plant. For CP&L, there were 943 random tests conducted with an average of 3389 workers eligible for testing. For FPC, there were 252 random tests conducted with an average of 1054 workers eligible for testing. The annual testing rate for CP&L was approximately 55.8%

with 1796 random tests conducted with an average of 3220 workers eligible for testing. The annual testing rate for FPC was approximately 51.3% with 488 random test conducted with an average of 951 workers eligible for testing.

For this reporting period for CP&L, the total rate of positive test results was approximately 0.73%. There were 18 positive results out of 2477 tests.

The positive test results were comprised of 14 pre-access, 3 random, 0 for-cause, and 1 other. For this reporting period for FPC, the total rate of positive test results was approximately 0.82%. There were 11 positive results out of 1338 tests. The positive test results were comprised of 10 pre-access, 0 random, 1 for-cause, and 0 other. For the year for CP&L, the total rate of positive results was approximately 0.87%. There were 39 positive test results out of 4479 tests. The annual positive test results were comp-nid of 34 pre-access, 4 random, 0 for-cause, and 1 other. For the year for FPC, the total rate of positive results was approximately 0.66%. There were 11 positive test results out of 1662 tests. The annual positive test results were comprised of 10 pre-access, 0 random, 1 for-cause and 0 other. Unescorted access for the individuals with confirmed positive tests was denied or revoked, as applicable.

For this reporting period for CP&L, the positive test rate for employees was 0%, with 0 positive results out of 649 tests. For FPC, the positive test rate for employees was 0.24% with 1 positive result out of 423 tests.

For this reporting period for CP&L, the positive test rate for contractors was approximately 0.98% with 18 positive results out of 1828 tests. For FPC, the positive test rate was 1.09% with 10 positive results out of 915 tests.

There were no identified abuses of over-the-counter or prescription medication during the reporting period.

One Operational Experience (OE) item was generated and distributed relative to the blind sample provider submitting two samples that had a higher concentration of opiates than certified in their certificate of analysis.
