FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) REPLY TO NRC LETTER PERTAINING TO PERSONAL HOME ALERTING DEVICES (PHADS)

Dear Mr. Myers:

Enclosed is a letter from Ms. Vanessa E. Quinn, Chief, Radiological Emergency Preparedness Branch, FEMA Headquarters, dated February 5, 2002, transmitting FEMAs response to a series of questions related to the PHADs that was transmitted to Ms. Kathy Halvey Gibson, Chief, Emergency Preparedness and Health Physics Section, Operator Licensing, Human Performance, and Plant Support Branch, Division of Inspection Program Management, Office of Nuclear Regulatory Regulation. The PHADs are one component of the alert and notification system in Beaver County Pennsylvania that would be used to notify the public in the event of a radiological emergency at your site.

During our August 2001 inspection of your emergency preparedness program, questions arose pertaining to the role and status of the PHADs. We relayed these questions to FEMA to help us understand the significance of our inspection findings. We are providing the enclosed FEMA response letter for your information.

We will be contacting your staff in the future with our assessment of the significance of this issue.
