VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1 AND 2 NRC INSPECTION REPORT 50-338101-09 AND 50-339/01-09 REPLY TO A NON-CITED VIOLATION We have reviewed your letter of January 11, 2002, which transmitted Inspection Report 50-338/01-09 and 50-339/01-09. This inspection was conducted at North Anna Power Station from July 30, 2001 through August 3, 2001, and identified two Non-Cited Violations. As provided for in the Inspection Report, we are responding to and denying the first Non-Cited Violation, but are not contesting or responding to the second Non Cited Violation. Virginia Electric and Power Company (Dominion) is denying the first Non-Cited Violation as we believe it to represent a backfit for the reasons provided in. Two pages from the current North Anna security plan are included for reference as Attachment 2. Two pages from the North Anna security plan referenced by the Operating License are included for reference as Attachment 3.
Compensatory actions were implemented during the August 2001 inspection as a conservative measure to address the concerns expressed by the inspector. We do not believe that the burden associated with these compensatory actions is commensurate with any potential safety benefit, and therefore request prompt resolution of this issue.
