SAN ONOFRE NUCLEAR GENERATING STATION, UNITS 2 AND 3 -
REGARDING REQUEST FOR TECHNICAL SPECIFICATION CHANGE TO CREATE AND IMPLEMENT THE FUEL STORAGE PROGRAM (TAC NOS. MB4244 AND MB4245)
Dear Mr. Ray:
By letter dated February 22, 2002, you requested to revise San Onofre Nuclear Generating Station, Units 2 and 3, Technical Specifications 3.7.17, 3.7.18, 4.3 and 5.5.2.16 relating to fuel storage. You proposed to revise the minimum allowed boron concentration of the spent fuel pool and implement a fuel storage program to allow credit for soluble boron in place of boraflex.
You requested our approval of your license amendment request by July 9, 2002. This provides us approximately 4 months to complete our review process. We will endeavor to complete our review and approval of your request consistent with your schedule.
The U.S. Nuclear Regulatory Commission (NRC) has established as its performance goal, to complete 95 percent of licensing actions within one year and 100 percent by two years. The NRC faces significant challenges to balance its work load, available resources, and budget constraints and achieve its performance goals. It is important that licensees plan their submittals to enable the NRC to perform its review in an efficient manner consistent with its performance goals and licensees schedules.
