Beaver Valley Power Station, Unit No. 1 and No. 2 BV-1 Docket No. 50-334, License No. DPR-66 BV-2 Docket No. 50-412, License No. NPF-73 BVPS Physical Security Plan (PSP) Revision 42 Enclosed is Revision 42 to Issue 4 of the Beaver Valley Power Station (BVPS) Physical Security Plan (PSP) (Base Plan, Safeguards Contingency Plan, and the Training and Qualification Plan). This change is being submitted utilizing the criteria described in NRC Generic Letter 95-08. Revision 42 changes include the following:

Base Plan

1.

Base Plan, Figure 2-4, "Vehicle Barrier System," was updated to reflect the reconfiguration of the vehicle barrier system for the western boundary protected area perimeter.

Safeguards Contingency Plan (SCP)

2.

SCP, Chapter 1, "Background," was revised to reflect the addition of SCP Chapter 17, "Imminent or Actual Attack of the Plant."

3.

SCP, Chapter 13, "Loss or Degradation of Security System Capabilities," was clarified to identify the Senior Member of the Security Organization within its matrix of responsibilities and to include a reference to SCP Chapter 8.

4.

SCP, Chapter 17, "Imminent or Actual Attack of the Plant," was added to the SCP.

Training and Qualification Plan (TQP)

5.

TQP, Chapter 1, "Employment Suitability," was changed to correct several grammatical errors and to correct an errant reference.

TQP, Chapter 2, "Training and Qualification Plan," was revised to correct grammatical and typographical

errors, remove redundancy concerning handgun/protective mask familiarization elements, reflect the impact of the Beaver ENCLOSURES CONTAIN SAFEGUARDS SAFEGUARDS INFORMATION.

TQP Chapter 3, "Weapons Training," was changed to correct grammatical errors and to rephrase the reference to "gas mask" to "protective mask."

TQP Chapter 4, "Weapons Qualification and Requalification Program," was revised to reflect the reference to "security officer" in Section 4.1 and to include rifle qualification criteria as a section (Section 4.5) and a reference within the chapter.

9.

TQP Chapter 5, "Guard and Armed Response Personnel Equipment," was revised to delete references to weapon reload times and to substitute the term "protective mask" for "gas mask."

10. TQP Appendix B was updated to define the acronym "DA/SA" as "Double Action/

Single Action" and to substitute the term "protective mask" for "gas mask."

11.

TQP Appendix C was revised to reflect the change in distance associated with the use of the.223 caliber weapon in the multiple weapon physical stress course. The description of the multi-weapon course was rewritten for clarity purposes and to reflect the aforementioned change.

These changes have been reviewed and judged not to decrease the safeguards effectiveness of the BVPS Physical Security Plan. Accordingly, this revision is being submitted in accordance with 10 CFR 50.54(p)(2).

The enclosed materials are considered proprietary under the provision of 10 CFR 2.790(d), and Safeguards Information under the provisions of 10 CFR 73.21, and are thereby exempt from public disclosure.
