March 11, 2002 Mr. Norm Cohen Coordinator, The UNPLUG Salem Campaign Coalition for Peace and Justice 321 Barr Avenue Linwood, NJ 08221
Dear Mr. Cohen:
I am responding to your letter sent via electronic mail to Mr. Robert Fretz on February 6, 2002.
In the letter, you asked the Nuclear Regulatory Commission (NRC) to hold a jointly sponsored public meeting with the UNPLUG Salem Campaign. The purpose of the meeting would be to discuss security at Artificial Island in order to help allay public concerns about safety and security at the Salem Nuclear Generating Station (Salem) and Hope Creek nuclear plants. The meeting would be held at a location near Salem, and would include the participation of PSEG Nuclear LLC (PSEG), the Salem and Hope Creek licensee.
The staff understands that many citizens are concerned about security at our nations nuclear power plants. Since the September 11, 2001, attacks, we have received several requests from the public to address security-related questions in a variety of forums. The NRC is committed to keeping the public, particularly citizens who live near nuclear facilities, informed on matters pertaining to public health and safety. As previously discussed in a recent phone call with Mr.
Fretz, NRC representatives will be attending a public meeting sponsored by the Cape May County Board of Chosen Freeholders. The informational forum titled "Homeland Security:
Keeping America Safe" will be held on March 12, 2002, from 9:30 to 11:30 a.m. at the Freeholder Meeting Room, Cape May County Administration Building, Cape May, NJ. General information about plant security will be discussed at this meeting.
In addition, the NRC will hold Reactor Oversight Process - Plant Performance Assessment meetings for Salem and Hope Creek on March 26, 2002, at 1:00 p.m. The location for the meeting will be the PSEG Training Center Auditorium located in Salem, NJ. The meeting will focus on licensee performance at both facilities, and will be open for public observation. It is our normal practice following such meetings to receive questions and comments from the public. Should you choose to attend this meeting and wish to ask questions or provide comments on security, please keep in mind that the staff will only be able to offer a general discussion on the issue and will not be able to respond to questions involving sensitive information.
N. Cohen Members of the UNPLUG Salem Campaign are encouraged to attend these two meetings and discuss your concerns with the NRC staff.
Sincerely,
/RA/
John A. Zwolinski, Director Division of Licensing Project Management Office of Nuclear Reactor Regulation
