Letter, Ms. Gail M. Good (USNRC) to Mr. Harold Ray (SCE),
dated December 20, 2001 The referenced letter transmitted the results of NRC Inspection Report No.
50-361/01-19 and 50-362/01-19, conducted August 20 through August 24, 2001, at the San Onofre Nuclear Generating Station (SONGS), Units 2 and 3. The enclosure to the referenced letter described two Severity Level IV non-cited violations (NCV 0119-02 and 0119-03). The violations are as follows: 1) failure to meet the requirements of 10 CFR 50.54(p) regarding the training and qualification and contingency plans, and 2) failure to meet the requirements of 10 CFR 50.9 regarding a "white paper" dated October 17, 2000.
Southern California Edison (SCE) has assessed the violations and determined that the changes made to the training and qualification and contingency plans satisfied the requirements of 10 CFR 50.54(p), and the information provided in the "white paper" was accurate. Therefore, SCE concludes that neither violation occurred. The enclosure to this letter provides further elaboration on the basis for SCE's denial of NCVs 0119-02 and 0119-03.
