Calvert Cliffs Nuclear Power Plant Unit Nos. 1 & 2; Docket Nos. 50-317 & 50-318 License Amendment Request: Minor Changes to Technical Specifications Pursuant to 10 CFR 50.90, the Calvert Cliffs Nuclear Power Plant, Inc. (CCNPP) hereby requests an Amendment to Renewed Operating License Nos. DPR-53 and DPR-69 to correct several administrative errors.

The proposed changes are described in Attachment (1) and are shown in Attachment (3).

The final Technical Specification pages may need renumbering to accommodate the insertion of these changes.

We have considered the possibility of significant hazards associated with these changes and have determined there are none (see Attachment 2 for a complete discussion). We have also determined that operation with the proposed changes would not result in any significant change in the types or amounts of any effluents that may be released offsite, nor would it result in any significant increase in individual or cumulative occupational radiation exposure.

Therefore, the proposed amendment is eligible for categorical exclusion as set forth in 10 CFR 51.22(c)(9). Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment is needed in connection with the proposed amendment.

These proposed changes to the Technical Specifications and our determination of significant hazards have been approved by our Plant Operations and Safety Review Committee and Offsite Safety Review Committee, and they have concluded that operation with the proposed changes will not result in an undue risk to the health and safety of the public.

This change does not affect plant operation and, therefore, is requested to be approved by January 2003.

BACKGROUND AND ANALYSIS BACKGROUND Technical Specification 5.6.5.b, Item 16 lists the document title as "C-E Methodology for Core Designs Containing Erbium Burnable Absorbers" for Document Number CENPD-382-P-A. The official title of the report is "Methodology for Core Designs Containing Erbium Burnable Absorbers." Item 16 was submitted and approved with an incorrect title in License Amendment Nos. 186/163 (Reference 1). This request corrects that error.

Technical Specification 5.6.5.b, Item 19 lists the publication date for Document Number CEN-161-(B)-P, Supplement 1 -P, "Improvements to Fuel Evaluation Model" as April 1989. The actual publication date of this document is April 1986. Item 19 was correctly submitted and approved in License Amendment Nos.

186/163 (Reference 1), however, the replacement Technical Specification pages contained an error on the year of the publication. This request corrects that error.

Technical Specification Appendix B, Page 2-1 (both units) states in the last paragraph that the effective National Pollution Discharge Elimination System (NPDES) Permit is issued by "the State of Maryland Department of Health and Mental Hygiene." This agency no longer exists and the Maryland Department of the Environment now issues the effective NPDES Permit.

The Maryland Department of the Environment is the state agency responsible for regulation of matters involving water quality and aquatic biota.

PROPOSED TECHNICAL SPECIFICATION CHANGES Technical Specification 5.6.5.b, Item 16 is proposed to be changed by correcting C-E Methodology for Core Designs Containing Erbium Burnable Absorbers to Methodology for Core Designs Containing Erbium Burnable Absorbers.

Technical Specifications 5.6.5.b, Item 19 is proposed to be changed by correcting the publication date from April 1989 to April 1986.

Technical Specifications Appendix B, Page 2-1 (both units) is proposed to be changed by revising the State of Maryland Department of Health and Mental Hygiene to the Maryland Department of the Environment.

ANALYSIS Correction of a publication title in Technical Specification 5.6.5.b, Item 16 is an administrative change.

Item 16 was submitted with an incorrect title and approved in Reference 1. This request corrects that error.

Correction of a publication date in Technical Specification 5.6.5.b.19 is an administrative change.

Item 19 was correctly submitted and approved in Reference 1, however, we believe that duringthe typing of the replacement pages, an error was made on the year of the publication. The actual publication date of this document is April 1986. This request corrects that error.

Revision to a state organization title due to a change in that organization is an administrative change. The State of Maryland is still responsible for both regulation of matters involving water quality and aquatic biota, and the issuance of NPDES permits. The State of Maryland continues to maintain the regulatory responsibilities outlined in Technical Specification Appendix B, Section 2.0.

DETERMINATION OF SIGNIFICANT HAZARDS The proposed changes have been evaluated against the standards in 10 CFR50.92 and have been determined to not involve a significant hazards consideration in that operation of the facility in accordance with the proposed amendments:

1. Would not involve a significant increase in the probability or consequences of an accident previously evaluated.

Technical Specification 5.6.5.b, Item 16 is being corrected to change the title of the publication for CENPD-382-P-A from "C-E Methodology for Core Designs Containing Erbium Burnable Absorbers" to "Methodology for Core Designs Containing Erbium Burnable Absorbers." Correction of an administrative error does not involve a significant increase in the probability or consequences of an accident previously evaluated.

2.0 Environmental Protection Issues In the FES-OL, the staff considered the environmental impacts associated with the operation of the Calvert Cliffs Plant.

Certain environmental issues were identified which required study or license conditions to resolve environmental concerns and to assure adequate protection of the environment.

The Appendix B Environmental Technical Specifications issued with the licenses included discharge restrictions and monitoring programs to resolve the issues.

Prior to issuance of this EPP, the requirements remaining in the ETS were:

1.

Protection of the aquatic environment by limiting the discharge of dissolved solids and acids and bases and an annual inventory of treatment chemicals added or used in the plant.

Surveillance programs for fish, crabs and oysters, and water quality to establish impact of plant operation on the aquatic environment.
