We are reviewing your amendment application dated 4/6/01. We have an issue we would like to discuss with you. Please call me ASAP to set up a conference call. This e-mail does not constitute a formal request for information, and does not state an NRC staff position. It only communicates the following issue to prepare you for a telecon:

The application refers to On-Line Maintenance (OLM) procedure to ensure that the risk increase remains small (within the numerical guidelines of RG 1.177) for the time the diesel-generator is out-of-service while at power (letters from M. B. Roche of GPU, dated 6/13/96 and 9/25/97). Is there a commitment in the FSAR re. the OLM? If not, what is in the Oyster Creek licensing basis that requires the diesel generator inspection not be performed when the system configurations result in risk achievement worths of greater than 10, and the inspection will be terminated if conditions or events change during the inspection such that the system configurations result in risk achievement worths of greater than 10?
