RESPONSE TO REQUEST FOR ADDITIONAL INFORMATION FOR OPEN EQUIPMENT HATCH LICENSE AMENDMENT REQUEST DATED NOVEMBER 8, 2001 FOR COMANCHE PEAK UNITS 1 AND 2 (TAC NOS. MB3371 AND MB3372)

In the letter of November 8, 2001 (CPSES-200102356), TXU Electric (the licensee) submitted a license amendment request (LAR) to have the equipment hatch open in refueling outages during core alterations or movement of irradiated fuel for Comanche Peak Steam Electric Station (CPSES).

Attached is an e-mail from the licensee providing a response to a request for additional information on the LAR. The response clarifies the licensee's application of November 8, 2001.

The e-mail was used to expedite the staffs review of the licensees application. The questions are contained within the e-mail.

Re: Two Questions on equipment hatch In writing out the criteria for such reviews, I realized that I forgot to ask Comanche Peak two questions on its LAR. The questions are (1) how physically is the equipment hatch closed under the administrative controls (i.e., is it by hoists using electric power) and (2) what is available to close the hatch if station blackout should occur at the time the hatch is being closed. <JND>

1. The equipment hatch is closed under administrative controls by an electric hoist powered from the 25KV Loop.
2. Under station blackout conditions, the hatch can either be closed manually with a handwheel on the hoist or with a battery operated screwdriver on the hoist.
