WATTS BAR NUCLEAR PLANT, UNIT 1 REACTOR VESSEL FRACTURE TOUGHNESS TESTING COMPLETION OF J-R CURVE TESTING FOR CAPSULE W SPECIMENS (TAC NO. MB2335)

Dear Mr. Scalice:

Watts Bar License Condition C.(5) Reactor Vessel Fracture Toughness Testing specifies, in part, that Supplemental fracture toughness testing (J-R) will be performed in accordance with a testing procedure that has been previously reviewed and approved by the NRC staff on Surveillance Capsule W specimens (removed from Cycle 3 Refueling Outage) and Capsule X specimens (to be removed from Cycle 5 Refueling Outage).

The U.S. Nuclear Regulatory Commissions (NRCs) letter of August 1, 2001, documented our verbal approval of your Capsule W specimen testing procedure and plan prior to you testing irradiated specimens on July 18, 2001. On October 9, 2001, you submitted the Surveillance Capsule W specimen test results to us.

With the successful completion of J-R curve testing for Capsule W specimens, I am closing TAC number MB2335. We will review and evaluate your Surveillance Capsule W specimen test results and assess your J-R curve data under a new TAC number. I will send you a letter documenting our review of your J-R curve data later. Please contact me if you have any questions.
