Technical Specification Task Force Meeting Summary Staff met with the Nuclear Energy Institute Technical Specification Task Force (NEI TSTF) on October 9, 2001. Enclosure 2 lists the meeting attendees. Enclosure 3 is the meeting agenda.
The agenda was revised at the meeting by reversing the order of the first three discussion topics; NRC Resources and Priorities was discussed first, followed by STS Purpose and TSTF Status.
Bill Beckner noted that the NRC Technical Specifications Branch (RTSB) staffing level would remain as it is currently, through the next year. This means that RTSB would continue to be hard pressed to do all that industry would like it to do and that an integrated priority list is essential for the efficient and effective use of resources. It was noted that NEI has included the Risk Informed Technical Specification TSTFs in their priority list of work (enclosure 4).
The Standard Technical Specifications (STS) NUREGs would continue to be a template and "road map" for plants converting their Technical Specifications (TS) to the STS. It was remarked that even those plants that do not adopt the STS utilize them as guidance for appropriate action, and therefore where there are errors in the STS they should be corrected to avoid misunderstandings. However, in the post STS Revision 2 era, Bill Beckner stated that a threshold for TSTF approval should be that a significant number of plants would actually adopt the proposed change; for example 50%, or greater, of the applicable plants. This would not preclude Topical Reports from including STS markups. Frequently the STS changes associated with an approved Topical Report would apply to a majority of an owners group's plants, particularly since the OG would be involved in the funding of the Topical Report which would require agreement among the plants to spend the requisite funds. Tom Silko felt that there ought to be a cost-benefit threshold for TSTF approval. Bill Beckner suggested three considerations before proposing a TSTF: (1) does it meet criteria for changing the STS; (2) does it meet a requisite level of priority; and, (3) is it "CLIlPable"? In addition, it was noted, as a reason for continuing the TSTF change process, that a benefit of the TSTF process was the resulting coordination between OGs and the resulting consistency in plants' TS.
The specific TSTFs where discussed. The noteworthy developments are:
TSTF-358 R.6, on missed surveillances, was recently approved; it is Initiative 2 of the Risk Informed Technical Specifications process. It is the first TSTF approved since STS Revision 2 was approved; it is publically available. The NEI TSTF will provide comments on the TSB process for maintaining the electronic data base files.
The BWR refueling TSTFs, TSTF-225 R.2, TSTF-226 R.0 and TSTF-232 R.0, are on hold until the BWROG meets with SRXB to address their overall integrated safety concerns. TSTF-225 will be approved once it addresses only those changes approved for the Perry plant.
The proposed 10 CFR 50.44 rule change on combustible gas control may involve a staff proposed TS change (a 'TSB"), that will appear with the Federal Register Notice (FRN) requesting public comment. Industry can provide comments and a proposed TSTF in response to the FRN.
The NEI TSTF will prepare an updated draft STS Writer's Guide and present it to the staff for comment and endorsement.
The identification in the TS Bases of RG 1.177 Tier 2 configuration limitations, as they affect entry into TS Conditions, was discussed. No conclusion was reached on the necessity of Bases entries for these situations.
It was agreed that the TSTF format should be made consistent with the LATF format.
The NEI TSTF requested clarification on a possible Unit Staff Qualifications Specification 5.3.1 update required by RIS 2001-01, on "Eligibility of Operator License Applicants." TSB will research and provide clarification.
There was no substantial change in the status of work hour limits, control room habitability, nor the Steam Generator TS future updates.
A date was not set for the next meeting.
