CONFERENCE CALL WITH VIRGINIA ELECTRIC AND POWER COMPANY TO DISCUSS IMPLEMENTATION OF NRC BULLETIN 2001-01 AT NORTH ANNA POWER STATION, UNIT 1 On September 21, 2001, the NRC conducted a conference call with Virginia Electric and Power Company (VEPCO). The purpose of this call was to discuss the inspection status of VEPCOs application of NRC Bulletin 2001-01, Circumferential Cracking of Reactor Pressure Vessel Head Penetration Nozzles, dated August 3, 2001, during the current outage at North Anna, Unit 1. VEPCO presented an overview of the type of nondestructive examinations that are being utilized during this inspection, the number of reactor vessel head penetrations inspected, and the indications that have been found. The staff queried VEPCO as to the number of penetrations they intended to inspect, utilizing eddy current inspection techniques on the reactor vessel head, as well as any as-built conditions that may have limited such inspections.
VEPCO stated they did not intend to perform eddy current inspection of 100% of the reactor vessel head penetrations. Additionally, VEPCO indicated the centering ring was obstructing their examination of portions of the J-groove weld on penetrations located on the outer periphery of the reactor vessel head.
VEPCO has committed to provide the staff the plant-specific analysis recommended in NRC Bulletin 2001-01 in an effort to qualify their visual inspection (VT-2) for North Anna Power Station, Units 1 and 2, and Surry Power Station, Units 1 and 2. VEPCOs August 31, 2001 response to the Bulletin indicated that an effective visual examination would be performed for all four units. VEPCO stated they would provide a revised Bulletin response in approximately 2 weeks.
