November 30, 2000 Mr. Stephen D. Floyd, Senior Director Regulatory Reform Nuclear Energy Institute 1776 I Street, Suite 400 Washington, D.C. 20006-3708

SUBJECT:

INDUSTRY PERSPECTIVE ON SECY-00-0194, RISK-INFORMING SPECIAL TREATMENT REQUIREMENTS

Dear Mr. Floyd:

Your letter of November 8, 2000, to Dr. William Travers on the above subject has been referred to me for response. In your letter, you provided comments on topics discussed in the SECY paper and noted the impacts of certain of the issues on pilot plant activities. NRC views pilot activities as important to the success of Option 2, and we have a meeting scheduled with you for December 13, 2000, to discuss pilot plant activities.

As noted in the SECY, the staff views expressed on particular topics were preliminary, in order to facilitate continued interaction with our stakeholders on this rulemaking. We are planning a workshop in the February 2001 time frame for this purpose. We welcome the opportunity during this workshop to discuss with you and other stakeholders the range of topics raised in your letter.

Sincerely, David B. Matthews, Director/RA/

Division of Regulatory Improvement Programs Office of Nuclear Reactor Regulation Project No. 689
