Oswego County and New York State Participation in Nine Mile Point Emergency Plan Gentlemen:
Per the Staff's request during a telephone call on October 27, 2000, the following details the interface that occurs between Nine Mile Point (NMP), Oswego County and New York State in the period between the required biennial emergency planning exercises. As discussed during that telephone call, these activities are not required by regulation and are undertaken on a cooperative basis to augment emergency plan effectiveness. As such, no attempt was made to retain objective evidence validating the information provided below. The information has been prepared based primarily on the understanding of involved participants.
NMP typically conducts a minimum of four drills each year that exercise many aspects of the site emergency plan. This includes a full activation of the Technical Support Center, Emergency Operations Facility, and Operations Support Center. The Joint News Center is fully activated at least once per year. Both Oswego County and New York State are invited to participate in each NMP drill. If either entity wishes to participate, extent of participation is negotiated to meet the needs of those entities, and to exercise the utility-offsite agency interface. Such participation may range from an exchange of notification information on emergency notification lines, to complete activation of an entity's Emergency Operations Center (EOC). A complete activation encompasses fully staffed and functional command and control, communication, accident/dose assessment, operations and utility liaison functions.
Typically, the County and State will completely activate their respective EOCs on an annual basis in conjunction with an NMP drill. Such participation is dependent on an entity's previous commitments, or response to actual events. Oswego County and New York State are invited to participate and have been active in the NMP post-drill critique process.
