Page 1 ENCLOSURE 2 Technical Specification Task Force Meeting March 7 and 8, 2000 Staff met with the Nuclear Energy Institute Technical Specification Task Force (NEI TSTF) on March 7-8, 2000.

The TSTF and staff discussed the status of pending high priority TSTFs as described below. was the pre-meeting status provided by the TSTF and Attachment 2 was the pre-meeting status provided by the staff.

016 R.2: Staff requested a modification to the various electrical Bases and provided a summary of the proposed approach and the affected paragraphs (Attachment 3). The TSTF will review and consider preparing a modification.

052 R.2: The TSTF will submit Revision 3 for staff review in the near future.

207 R.3: The TSTF will submit Revision 4 for staff review in the near future.

276 R.2, 283 R.3, 286 R.2: Staff committed to complete its review expeditiously.

306 R.0: The TSTF will submit Revision 1 for staff review in the near future.

330 R.0: The staff presented a strawman concept that does not employ an AOT for the Ultimate Heat Sink (UHS). TSTF agreed to review the staff proposal, and to survey plants to determine the population of plants that could use this approach (see Attachment 4).

332 R.0: The cognizant NRR Technical Branch is reviewing for consistency with the WNP2 treatment of RTT and the TSTF is preparing Revision 1 to address other staff comments..

333 R.1: TSTF agreed to remove this TSTF change from the high priority list to be included with the STS Revision 2, and reconsider it at a later date.

334 R.0: Staff indicated that the SE for the related topical is nearing completion.

340 R.3: Staff approved, and the approval letter is in preparation.

342 R.0: The TSTF will submit Revision 1 for staff review in the near future.

352 R.0: TSTF is preparing Revision 1 in response to staff comments. They indicated a desire to pursue consistent completion times for PWRs.

355 R.0: Staff approved. Approval letter is dated March 1, 2000.

356 R.1: Staff approved, and the approval letter is in preparation.

357 R.0: TSTF indicated that the OG may take a different technical approach, by revising the GE topical for determining the MCPR SL in order to address staff concerns and obtain a stable Safety Limit section of the TS that does not need to be revised every cycle.

Page 2 ENCLOSURE 2 360 R.0: Staff is performing a receipt review of the package, and requested that technical material be integrated to support changes, thereby facilitating the technical review.

362 R.0: TSTF is preparing this proposed change to address charcoal testing issues covered by GL 99-02.

363 R.0: TSTF is preparing this proposed change in response to a staff request for a generic change in the manner of referencing COLR topical reports.

The staff and the TSTF also discussed potential changes to previously approved TSTF changes. These changes were identified during the process of integrating approved TSTF changes into Revision 2 of the STS NUREGs. The TSTF considered but rejected suggested changes for TSTFs 125, 265, 295 and 351. Some changes to 242 R.1 were considered editorial and the TSTF agreed to change their record copy to incorporate these changes. Staff proposed editorial changes to 297 R.1 and 322 R.0 will be sent to the TSTF for review. The staff agreed to send all proposed changes to the TSTF for review prior to altering any files. is a summary of the TSTF status at the end of the two day meeting. Attachment 6 is a matrix summarizing the approved TSTFs and the STS NUREG files they affect.

Other topics discussed were:

1) The need to add some form of clarification to the Technical Specifications regarding supported system operability when removing snubbers from service for surveillance testing, to avoid unnecessary entry into TS required actions. The TSTF will propose a change.
2) The status of the NEI and staff work on preparing a new the Steam Generator Program.
3) The production status of Revision 2 to the STS NUREGs (see Attachment 7).

Participants agreed to conduct a status conference call on April 6, 2000, and to meet on May 9-10, 2000 at the NRC.
