LR-N04-0420, Hope Creek Generating Station Second Ten-Year Inservice Inspection Interval Update ASME Xl Code of Record, dated, October 29, 2004 The referenced letter requested approval to use the ASME Boiler and Pressure Vessel Code,Section XI 1998 Edition up to and including the 2000 Addenda. in accordance with 1 OCFR50.55a(g)(4)(iv). This will apply to the remainder of the Second Ten-Year Interval for the Hope Creek Generating Station. On November 5, 2004 the NRC faxed a draft request for additional information. Attachment I to this letter contains PSEGs response.

Document Control Desk LR-N04-0522 REQUEST FOR ADDITIONAL INFORMATION REGARDING UPDATING THE SECTION Xi CODE OF RECORD TO THE 1998 EDITION THROUGH THE 2000 ADDENDA HOPE CREEK GENERATING STATION DOCKET 50-354 By letter dated October 29, 2004, PSEG Nuclear, LLC (PSEG) submitted a letter seeking U. S. Nuclear Regulatory Commission approval to update the American Society of Mechanical Engineers Boiler and Pressure Vessel (ASME) Code, Section Xl, Code of Reference for the Hope Creek Generating Station to the 1998 Edition with 2000 Addenda. The NRC has developed the following draft questions during its review of the application:
Question 1
- 1. In accordance with Federal Register Notice 69 FR 58804, licensees using the 1998 Edition with 2000 Addenda of Section Xl of the ASME Code are required, among other things, to comply with the following:
a) Paragraph IWA-4340 of the 2000 Addenda regarding mitigation of defects by "modification" will not be used.
b) The repair and replacement activity provisions in IWA-4540(c) of the 1998 Edition,Section XI for pressure testing Class 1, 2, and 3 mechanical joints will be applied when using the 1998 Edition through the 2000 Addenda of Section XI of the ASME Code.
Please confirm that these limitations will be complied with.
PSEG response In addition to the limitations stated in our reference letter, PSEG will not use the provisions of paragraph IWA-4340 of the 2000 Addenda with regard to mitigating defects by modification. When using the 1998 Edition through the 2000 Addenda of Section Xi of the ASME Code PSEG will comply with the provisions in IWA-4540(c), 1998 Edition of Section XI, for pressure testing Class 1, 2, and 3 mechanical joints.
