Subject:

Withdrawal of Licensee Event Report 2013-004, Revision 0, for the Fort Calhoun Station 8y letter dated August 23, 2013 (Reference 2), Omaha Public Power District (OPPD) submitted Licensee Event Report (LER) 2013-004, Revision 0, for the Fort Calhoun Station (FCS). 8ased on the final causal analysis, the voltage swings experienced during the event were caused by the removal of a ground wire internal to the (Ametek) vital instrument bus inverters during the 2011 refueling outage. This ground has been replaced and the inverters were tested satisfactorily. The station vital instrument bus inverters are not required below temperatures of 300 degrees Fahrenheit. The grounds were removed while the plant was not in a condition requiring the inverters to be operable, and the condition was identified and corrected prior to restoring the inverters to an operable status. Therefore, the condition originally reported under 10 CFR 50.73(a)(2)(ii)(8) (Event Number 48781), did not Significantly degrade plant safety and OPPD is withdrawing LER 2013-004. This number will not be reused.
