SUBJECT:

Withdrawal of Letter Regarding Capability to Perform Offsite Dose Assessment During an Event Involving Multiple Release Sources The Omaha Public Power District (OPPD) hereby withdraws Reference 4 submitted on or about August 8, 2013, which was incorrectly dated August 8, 2010 and replaces it with this submittal.

The pertinent information shown below is unchanged from that submitted by Reference 4.

In Reference 2, the Nuclear Regulatory Commission (NRC) requested additional detailed information regarding licensee's site-specific current or planned multi-unit dose assessment capabilities. In Reference 3, the Nuclear Energy Institute {NEI) notified the NRC that licensees would provide the requested detailed information directly to the NRC via letter. Reference 3 also identified the scope of the detailed information that would be provided. Unfortunately, the Omaha Public Power District (OPPD) was unaware of the NEI commitment until notified by our NRC Project Manager via email dated July 10, 2013. The issue has been entered into our Corrective Action Program (Condition Report 2013-14061 ).

In accordance with Reference 3, the Attachment to this letter provides OPPD's response regarding the current and anticipated capabilities of Fort Calhoun Station to perform offsite dose assessment during an event involving multiple release sources (e.g., assess concurrent releases from a reactor containment, auxiliary building/spent fuel pool, secondary systems, and radwaste building).

Provide a summary of your current capability to perform multi-unit/multi-source dose assessment.

OPPD Response:

Fort Calhoun Station is a single-unit site. Currently, Omaha Public Power District (OPPD) utilizes the Emergency Assessment of Gaseous and Liquid Effluents (EAGLE 6.0.2) dose assessment computer program to perform offsite dose assessment. This program has the ability to perform simultaneous multiple release point calculations. In the event of concurrent releases from more than one release point, release parameters are input into EAGLE using applicable data for each release point. The results of dose consequence analyses are summed to determine a total offsite dose consequence.

Request #2:

If you do not possess this capability or do so only partially, describe your anticipated schedule to fully establish it on both an interim and/or permanent basis. Combined License holders should state that they will address the implementation of a multi-unit/multi-source dose assessment capability consistent with their licensing, construction and startup schedules. Provide the due dates associated with key actions or milestones- no due date should exceed December 31,2014.

OPPD Response:

OPPD offsite dose assessment computer methodology, including the capability to automatically sum selected dose assessment results meets the intended function as described in the response to Request #1.

Request #3:

If you provided information for #2 above, state the administrative process that will be used to track completion of the described key actions or milestones (e.g., a commitment tracking or corrective action system), and specify the appropriate tracking identifiers (e.g., a corrective action system number).

OPPD Response:

OPPD offsite dose assessment computer methodology includes the capability to automatically sum selected dose assessment results in the computer code. No additional actions are required.
