SUBJECT:

Submittal of Revision 18 and 19 to the Fort Calhoun Station (FCS), Unit No. 1, Physical Security Plan (PSP)

The Omaha Public Power District (OPPD) hereby provides the U. S. Nuclear Regulatory Commission (NRC) with a copy of Revision 18 and 19 to the FCS PSP. These changes reflect the NRC endorsed NEI 03-12, Revision 7, template (Reference 2).

Revision 18 of the PSP issued in October 2010 incorporated administrative and formatting changes. Failure to submit this revision has been documented in the FCS corrective action program.

Revision 19 of the PSP issued in August.2012 incorporates changes to Section 1.1, Section 11.1, Owner Controlled Area Barriers, 11.1.1, Protection Against a Vehicle Bomb for the Large DBT, Section 14.4, Search, Section 14.4.4, PA Vehicle Search, Section 15.1, Illumination, Figure 2 and 3, OCA Layout, Appendix A, Glossary of Terms and Acronyms, Appendix B, Section 3.1 Duty Training, Appendix B, Task 23, Appendix C, Event 21, Appendix C, Section 4.1.2, Security Chain/Delegationof Authority, and Appendix C, Section 7.0, FCS Scenario. These changes were made to reflect site specific clarifications, utilizing the NEI 03-12, Revision 7 template, and following NRC guidance. These changes do not degrade or impact the defensive strategy. Also included with this submittal is Enclosure 4, a deviation table delineating the changes to the FCS PSP which deviate from the NEI 03-12 Revision 7, template as well as the reasons for the deviations.

SAFEGUARDS INFORMATION U. S. Nuclear Regulatory Commission LIC-1 2-0113 Page 2 The Revisions 18 and 19 changes were evaluated in accordance with 10 CFR 50.54(p) and do not reduce the effectiveness of the FCS PSP.

The enclosed compact disks (CDs) contain safeguards information and must be controlled in accordance with 10 CFR 73.21. Please return the attached Safeguards Information Receipt Acknowledgement (Form SDF-62) at your earliest convenience.

This letter contains no NRC commitments.
