SUBJECT:

2002 Fort Calhoun Station (FCS) Radiological Effluent Release Report and Radiological Environmental Operating Report Pursuant to FCS Unit No. 1 Technical Specifications (TS) 5.9.4.a and 5.9.4.b, the Omaha Public Power District (OPPD) provides the enclosed two reports. The first report is the Annual Radiological Effluent Release Report for January 1, 2002, through December 31, 2002. This report is submitted in accordance with TS Section 5.9.4.a and is presented in the format outlined in Regulatory Guide 1.21, Revision 1. The report provides the results of quarterly dose calculations performed in accordance with the Offsite Dose Calculation Manual (ODCM).

The second report is the Annual Radiological Environmental Operating Report (REOP) for January 1, 2002, through December 31, 2002. This report is submitted in accordance with TS Section 5.9.4.b and is consistent with the objectives specified in Section 5 of the ODCM.

It should also be noted that in the preparation of the 2002 report a typographical error was identified in the note following Table 3.0 of the 2001 report. This note should read "All required samples for the REMP were collected as scheduled for 2001."

A supplement to the 2001 Annual Radiological Effluent Release Report is enclosed, also.

The supplement reflects the following corrections:

1. A recalculation of the following tables due to a wind direction averaging error:
a. Tables IV-A-1 through IV-A Receptor Dose Projections
b. Table IV-B Dose Contributions at Unrestricted Area Boundary
c. Table IV-C ALARA Annual Integrated Dose Summary
2. Typographical corrections to the following sections:
a.Section I, Introduction, pages 1-2 and I-8
b.Section V, Solid Waste, page V-3
3. A copy of revisions made in 2001 to the Process Control Program, consisting of:
a. The FCS Process Control Program, RW-200, (Section VII, Attachment 1),
