Dear Mr. Kasun:
Combustion Engineering has reviewed the Notice of Violation transmitted by the Reference letter and are transmitting our response herewith. For the reasons stated in the Enclosure, Combustion Engineering does not believe that it was in violation of license requirements.
Documentation of control and acccunting procedures for the safeguarding of special nuclear material are exempt from public disclosure. In accordance with 10CFR2.790(d), therefore, Combustion Engineering requests that the enclosed Notice of Violation response not be placed in the Public Document Room.
