Expansion and Modernization of Combustion Engineering's Nuclear Fuel Manufacturing Facilities

Dear Mr. Rouse:

As you are aware, Combustion Engineering has recently taken several steps to improve the operation of our Nuclear Fuel Manufacturing Facilities. Most recently, the referenced letter discussed changes which were made to strengthen the structure of our management team. The purpose of this letter is to provide you with an overview of further anticipated changes to our facilities.

These changes are planned for both Hematite and Windsor and are proposed to be accomplished over the next two years.

These proposed char.ges are independent of our current commitments to upgrade our facilities and remain compliant with our licenses.

Combustion Engineering's Nuclear Fuel Manufacturing Facilities have produced nuclear fuel for approximately twenty years.

Our primary objective is to provide a quality product while protecting the health and safety of the public and our employees.

In order to continue to consistently meet safety, quality, and schedule requirements, Combustion Engineering realizes that certain investments are necessary to modernize existing plant and equipment.

The improvements which we are planning include:

o Decommissioning the pellet manufacturing facility in Windsor and consolidating all pellet manufacturing at our Hematite facility, o Dedication of the Windsu facility to the production of nuclear fuel assemblies.

Fuel pellets will be shipped from our Hematite facility in approved recyclable shipping containers.

Figures 1 through 3, which are attached to this letter, provide preliminary details of our plans for modernization.

Figure 4 provides our currently anticipated schedule for implementation.

Preliminary work has been initiated to begin implementation of these upgrades at the Hematite facility. The work which is in process concerns the facility design and initial site preparation and does not violate building security nor interfere with existing radiologically controlled space.

In the near future, we would like to discuss the details of our plans and establish the basis for incorporating the facility modifications in our Licenses.

The attachment to this letter contains information of the type described in 10 CFR 2.790(d).

Such information is deemed to be commercial or financial information within the meaning of 10 CFR 9.17(a)(4) and therefore should be withheld from public disclosure and not placed in the NRC Public Document Room.
