DPR-42 and DPR-60 Reactor lnternals lnspection Commitment Change By letter dated April 11, 2008 (ML081130666), Nuclear Management Company, LLC (NMC)* submitted an Application for Renewed Operating Licenses (LRA) for the Prairie Island Nuclear Generating Plant (PINGP) Units 1 and 2. The LRA included a commitment related to the submittal of a reactor internals inspection plan for NRC review and approval. That commitment was revised by letter dated June 24, 2009 (ML091800018). Part B of the revised commitment read as follows:

An inspection plan for reactor internals will be submitted for NRC review and approval at least twenty-four months prior to the period of extended operation. In addition, the submittal will include any necessary revisions to the PINGP PWR

[Pressurized Water Reactor] Vessel lnternals Program, as well as any related changes to the PINGP scoping, screening and aging management review results for reactor internals, to conform to the NRC-approved lnspection and Evaluation Guidelines.

The implementation schedule for Part B of the revised commitment was August 9, 201 1 (Unit 1) and October 29, 2012 (Unit 2).

The NRC issued Regulatory Issue Summary (RIS) 201 1-07, "License Renewal Submittal Information for Pressurized Water Reactor lnternals Aging Management,"

(MLI 11990086) on July 21, 201 1. RIS 201 1-07 provides information to licensees with On September 22, 2008, NMC transferred its operating authority to Northern States Power Company, a Minnesota corporation, doing business as Xcel Energy (hereafter "NSPM"). By letter dated September 3, 2008, NSPM assumed responsibility for actions and commitments previously submitted by NMC.

Document Control Desk Page 2 respect to how to meet their existing license renewal commitments related to reactor vessel internals (RVI) aging management programs, and on acceptable changes to existing license renewal commitments in order to account for the recent issue of the NRC staff's final safety evaluation (SE) of MRP-227, Rev.0 (MLI 11600498), and the .

forthcoming issue of the approved version of MRP-227.

With the issuance of the NRC SE for MRP-227, the NRC has updated internal guidance on implementation of this RVI aging management program (AMP) guidance relative to license renewal for PWR plants on a plant-specific basis. That updated guidance is discussed in RIS 201 1-07 which provides guidance for plants in four categories, " A through "D." The different plant categories reflect the licensee's status relative to license renewal approval.

PlNGP falls into Category B of RIS 201 1-07 because it has received renewed operating licenses, has a commitment to submit a reactor internals inspection plan based on NRC-approved inspection and evaluation guidelines (MRP-227), and has not submitted an inspection plan. For plants in Category B, RIS 201 1-07 specifies:

Licensees will be expected to submit AMPsIinspection plans in accordance with MRP-227-A, consistent with the timing requirements reflected in their LR [License Renewal] commitments. Licensees who would be required by their commitments to make their submittal prior to one year after the issuance of this RIS may modify their commitments to reflect a requirement to submit their AMPsIinspection plans no later than October I , 2012.

As noted above, the revised commitment submitted by NSPM letter dated June 24, 2009 specifies that the reactor internals inspection plan will be submitted for NRC review and approval by August 9, 201 1 for PlNGP Unit 1. That date is less than one year after the issuance of the issuance of RIS 201 1-07. Therefore, per the guidance in RIS 201 1-07, the commitment for submittal of the Unit 1 RVI inspection plan has been changed to October 1, 2012.

The previously committed date for submittal of the PlNGP Unit 2 reactor internals inspection plan was October 29, 2012. That is more than one year after the issuance of RIS 201 1-07, and as such does not require extension. However, because it is anticipated that the inspection plans for PlNGP Units 1 and 2 will be submitted to the NRC in a single submittal, the commitment for submittal of the Unit 2 RVI inspection plan has been also been changed to October 1,2012.

Summary of Commitments This letter contains no new commitments. License Renewal Commitment 25.B from NSPM letter dated June 24, 2009 is revised to read as follows:

The implementation schedule is revised to: October 1, 2012.
