St. Lucie Unit 1 Docket No. 50-335 Proposed License Amendment St. Lucie Unit 1 Reduction of Reactor Coolant S stem Desi n Flow Pursuant to 10 CFR 50.90, Florida Power 6 Light Company (FPL) requests to amend Facility Operating License DPR-67 for St. Lucie Unit 1.

The proposed amendment allows a reduction in Reactor Coolant System (RCS) design flowrate from the current value of 370,000 gpm to 355,000 gpm.

Accordingly, changes to Technical Specifications (TS)

Figure 2.1-1, Tables 2.2-1 and 3.2-1, and associated TS Bases pages B2-1 and B2-2 are forwarded herewith.

The purpose of the proposed change is to accommodate future steam generator tube plugging (SGTP) up to 25'average).

Though not expected, it is possible that SGTP performed during the upcoming Spring 1993 refueling outage may eliminate any remaining margin between the actual number of plugged tubes and that used in existing safety analyses assumptions.

Therefore, your early attention to this proposal is requested.

Please note that acceptability of the attached analyses is contingent upon favorable review and approval of Topical Report XN-NF-82-49(P),

"Exxon Nuclear Company Evaluation Model Revised EXEM PWR Small Break Model", Revision 1, Supplement 1,

May 1992.

This proprietary report was submitted to the staff via Siemens Power Corporation transmittal letter dated May 1, 1992.

Attachment 1 contains copies of TS pages marked-up to show the changes.

Attachment 2 is a Safety Analysis in support of the proposed amendment.

Attachment 3 is the "Determination of No Significant Hazards Consideration."
