By letter L-90-424 dated January 2r 1991r Florida Power and Light Company (FPL) provided the status of Turkey Point Units 3 and 4
response to Bulletin 88-11.
Included in the response to part 1.d.
of this bulletin, FPL stated that Turkey Point's plant specific analyses would be incorporated into the existing analyses documentation of record by December 31, 1991.
These
- analyses, entitled "Structural Evaluation of Turkey Point Units 3 and 4 Pressurizer Surge Lines, Considering the Effects of Thermal Stratification", are provided in the enclosed Westinghouse Reports WCAP-12959 (proprietary) and WCAP-12960 (non-proprietary).
Also enclosed are a Westinghouse authorization letter, CAW-91-174, accompanying affidavit, Proprietary Information Notice, and Copyright Notice.
The plant specific analyses were completed on June 17, 1991.
The results of the analyses were incorporated into the existing documentation of record by July 19, 1991.
The analyses demonstrate acceptable pressurizer surge line stress levels and fatigue life for the remaining plant life of each unit, considering the effects of thermal stratification.
This acceptability is contingent on modifications to the surge line spring hanger to accommodate surge line thermal stratification displacement.
The analyses assumes five additional heatup/cooldown cycles (following January 1,
1991) will occur before the spring hanger modification is completed.
The spring hanger modification will assure surge line piping stresses and cumulative usage factors remain acceptable for the remainder of the licensed 40 year operating life of the plant.
These modifications will be performed during the next refueling outage currently scheduled to start August 24, 1992 for Unit 3 and April 11, 1993 for Unit 4.
WCAP-12959 contains information proprietary to Westinghouse Electric Corporation.
An affidavit signed by Westinghouse, the owner of the information, is provided.
The affidavit provides the basis upon which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph (b)(4) of Section 2.790 of 911227021= 9ii2i~
