& Light Company (FPL) requests that Appendix A of Facility Operating Licenses DPR-31 and DPR-41 be amended to modify the Turkey Point Units 3

and 4

Technical Specifications.

The proposed amendment revises Section 2.2, Limiting Safety System Settings and Section 3/4.3.2, Engineered Safety Features Actuation System Instrumentation.

Existing setpoints are in compliance with the current licensing and design basis of the plant as previously discussed with the NRC.

Variations in the values obtained from the present and proposed settings aze to be expected and arise out of differences in assumptions in the calculations of instrument uncertainties.

FPL has determined that the proposed amendment does not involve a significant hazard pursuant to 10 CFR 50 '2.

The proposed revised technical specification changes are shown in Attachment 1.

A description of the amendment request is provided in Attachment 2.

Attachment 3 provides the no significant hazards determination in support of the proposed Technical Specification change.

Westinghouse letter CAW-90-099 and WCAP-12745, (Westinghouse

'roprietary Class 2)

"Westinghouse Setpoint Methodology Foz Protection Systems Turkey Point Units 3 and 4 Florida Power and Light Company,"

which is the basis for the revised setpoints, are provided as Attachment 4.

WCAP-12746, "Westinghouse Setpoint Methodology For Protection Systems Turkey Point Units 3 and 4 Florida Power and Light Company,"

which is identical to WCAP-12745 except the Westinghouse proprietary data has been removed, is provided as Attachment 5.

Attachment 4 contains information proprietary to Westinghouse Electric Corporation which should be withheld from public disclosure in accordance with paragraph (b)(4) of 10 CFR Section 2.790.
