St. Lucie Units I and 2 Docket Nos. 50-335 and 50-389 UIDS Test Re ort Florida Power 8 Light Company (FPL) has reviewed the University of Texas test report dated April 27, I 987.
Attachment I
provides the FPL response and action plan to address the recommendations of the report. provides a summary schedule for the Action Plan.
We will provide a monthly status report to the St. Lucie NRC Project Manager beginning October 30, I 987.
FPL is available to discuss our plans and schedule with the NRC staff.

REPORT RECOMMENDATIONS 1.
Improvement of barriers and protected zone (wing wall reflection, construction
- material, and pile caps/footing for wing walls).
2.
Improvements to sonar and sonar installation:
a.
250 W and 500 W power settings; b.
move the sonar head to approximately 260 feet downstream of barrier;
- c. measured transmit and receive patterns and measured transmit and receive sensitivities;
- d. determination of positive test using acoustic reference targets; e.
subsequent tests be performed to verify proper sonar system installation, operation, and tolerable false alarm rates.
FPL RESPONSE/ACTION PLAN 1.
FPL concurs with the barrier improvement recommendations.
The construction material is scheduled to be removed from the flow channel by October 7,
1987.
FPL plans to install a pilot redwood boot on the east wing wall and to install gravel around the pile caps on the east wing wall to smooth the bottom profile.
After the installation is complete, FPL plans to perform a test to determine if the performance of the system has been improved prior to performing any modifications to the west wing wall.
The pilot modifications and the removal of construction material is expected to be complete and ready for a test, by October 30, 1987.
The installation of the redwood boot and gravel at the base of the west wall is scheduled to begin November 16, 1987.
- However, the final configuration will be based on the results of the pilot tests.
2.
Since the testing was completed in February
- 1987, FPL with the vendor has identified a material problem in the slip rings of the sonar head.
The material was causing excessive metallic wear products to be suspended in the coupling oil of the sonar head.
The material problem has been corrected and the performance has been improved.
The performance of the system is currently being evaluated.
2.a.
The vendor has advised us that the 250 W and 500 W
power settings are achievable.
During the pilot test, FPL will evaluate the need to reduce the power setting below 1000 W.
2.b.
FPL will evaluate the need to move the sonar head downstream from its present location during the pilot test.
2.c.
FPL has contacted the vendor concerning the calibration of our sonar head.
The vendor has indicated the University of Washington BIOSONICS LABORATORY could provide the calibration.
FPL is still evaluating the need for the recommended calibration curves.
2.d.
The Plant Start-up organization is developing a
preoperational test procedure to evaluate and document system performance.
It is expected that the test will use a combination of acoustic reference targets and swimmers.
2.e The Plant Start-up organization will replicate the testing performed by University of Texas in the identified areas of concern after all work is complete.
This testing is currently scheduled to begin December 1,
1987.
