'ower- & Light shall continue to implement the Turkey Point Peformance Enhancement Program (TPPEP) and shall not extend the schedule time for completing such a task without the approval of the NRC Region II Administrator.
FPL is requesting the extension of scheduled completion dates for Projects I, 5 and 9 of the TPPEP.
The requested completion dates are as follows:
~Prc'ect I.
Site Facility Upgrade (Maintenance Building)
From October 3, I 987 To March I, I 988 5.
Training (Reference Simulator)
November 30, I 987 9.
Maintenance Management System May 4, I 987 (ABPM)
March I, I 988 August I, I 987 Project I, Task 4.3 8 4.5 (Construction of a Maintenance Building) were delayed due to county permitting problems.
This delay will impact Task 4.I I (personnel relocation) and Task 5.2 (removal of temporary facilities).
Completion of these tasks will close out the implementation of this project.
This project is now 80%
complete.
Project 5, Task 3 (Plant Reference Simulator) has been delayed due to hardware re-configuration to allow for more computer processor time.
Completion of this task will close out the implementation of this project.
Project 9, Task 2I (Incorporate the ABPM Program) has expanded the average number of procedures written per system from 25 per system to an average of 40 procedures per system.
This increase will delay the twelve system completion date.
This project is now 80% complete.

PERFORMANCE ENHANCEMENT PROGRAM JANUARY MARCH I987
SUMMARY
REPORT Requirements of the PEP Confirming Order continue to be met.
Overall, eighty-nine percent (89%) of the PEP tasks have been implemented.
This includes the augmented PEP tasks (97% of all original PEP tasks have been implemented).
All tasks for Project IO and I I have now been implemented and are considered closed.
Individual project summaries follow:
Pro ect I - FACILITY/SITEBETTERMENTS The Certificate of Occupancy for the Training/Simulator Building was received on December 16, l986 (2 weeks ahead of schedule).
The building permit for the Nuclear Maintenance Facility was approved on January 6, l987.
This delay has changed the scheduled completion date from October l987 to November l987.
Training/Simulator y Building was dedicated on March 2,
I 987.
Nuclear Maintenance Facility blockwork is in progress.
Building is schedule for completion in November I 987.
Pro ect 2 - OPERATIONS ENHANCEMENT All tasks have been impletmented.
Pro ect 3 - PROCEDURES Project 3
has met the March 3lst commitment date.
Two subtasks remain; procedures for Unit 3 outage startup, and the Phase IV procedure revisions.
Pro ect 4 - CONFIGURATION CONTROL PROGRAM Project remains on schedule.
Next NRC commitment is to implement Unit 3 modification and repair during the refueling outage.
Pro'ect 5 - TRAINING Only two tasks remain open under this project; the site specific simulator and the development of the simulator training program.
Due to reconfiguration problems an extension is requested on this item of approximately 2 months.

Pro'ect 8 - QA AND QC All tasks have been implemented.
Pro'ect 9-MAINTENANCEMANAGEMENT SYSTEM Project is on schedule.
Next NRC commitment due date - May l987 (I.e.
incorporate Analytically Based Preventative Maintenance Program).
Extension is requested to August l987, because original projection of 20 to 25 procedures per system was less than the average of 40 per system being generated.
Materials Management is on schedule.
Pro'ect IO - REVISED TECHNICALSPECIFICATIONS The NRC sumitted their first draft comments on the revised technical specifications, minus the electrical power systems specification, to FPL on January l3, l987. All tasks have now been implemented.
Pro'ect I I - OPERABILITYOF SAFETY SYSTEMS All tasks have been implemented.
