NRC TAC Nos. 5I205 5I206 SI2I3 5I214 On October 2, l984 Florida Power & Light Company (FPL) met with the NRC staff to discuss submittal of Supplementary Detailed Control Room Design Review (DCRDR) Summary Reports for the Turkey Point and St. Lucie Plants.
The NRC letter of November 6, l984, providirig the minutes of that meeting, requested schedules for our submittal of those reports.
Based on our review of the work required, the supplemental summary report for Turkey Point will be submitted by October 25, i985, and not in July, l985 as we previously discussed.
The St.
Lucie schedule is dependent on the CE Owners Group (CEO G) subcommittee's work on a CE generic task analysis.
FPL will monitor the CEOG meetings and progress, and if significant progress on the generic task analysis has not been made by Octobe. 3l, l985, we v.ill request a m eting with the NRC staff to discuss progress, schedules and alternate solutions.
However, work on the other supplemental report requirements willcontinue.
Each of the items discussed at the October 2nd meeting and identified in your November 6,
l984 letter will be addressed in each of the supplements in the following manner:

FPL has reviewed the operating experience review problems identified on pages 4 thru 6 of the NRC May 2l, l984 Pre-Implementation Audit Findings letter.
The findings could not be substantiated.
We do not plan any additional work on this item.
Therefore, it will be excluded from the supplement reports.

The supplement will contain a list of Licensee Event Reports (LER's) reviewed and a summary of the results of that review.

The generic Westinghouse Emergency
Response
Guidelines (ERG's) will be reviewed and integrated into the Turkey Point Upgraded Task Analysis and the new Turkey Point Emergency Operating Procedures.
The NRC will be invited in the March-April l985 time frame to observe the review of the first few ERG's for the Task Analysis.
A sample set of completed Task Analysis documentation will be provided for review as requested.
The supplement will report the details of this review process and a summary of results of the work completed up to the writing of the supplemental report.
We plan to perform a similar Task Analysis for St.
Lucie using the Emergency Procedure Guidelines (EPG's).
However, the CE EPG's are not yet completed.

FPL will form a temporary multi-disciplinary review team to review all Plant Change/Modifications (PC/M) implemented since l98I, that affect the.
control room at Turkey Point and St. Lucie.
A procedure will be developed that provides guidance for these reviews.
The details of this review procedure and a summary of the results of the reviews completed up to the writing of the supplement will be included in the Supplemental Summary Report.
This temporary team will be utilized until the long range procedures are implemented.
'I The human engineering discrepancies (HED's) listed on pages I8 through 22 of the May 2, l984, NRC DCRDR Technical Evaluation Report will be reviewed again.
Additional justifications and resolutions of these HED s will be included in the Supplemental Report.

FPL will reverify instrument and control changes implemented from HED concerns.
Examples of this reverification will be included in the Supplemental Report.
The status of any HED's arising from this reevaluation willbe included.

The reverification of changes implemented because of HED concerns to insure that new HED's were not introduced willbe performed as part.of Item 4.
Physical changes at Turkey Point and St. Lucie in resolution'of HED concerns were made by PC/M's.
FPL will develop a long range PC/M program that incorporates a Human Factors Engineering (HFE) review in all control room PC/M's. The status of this program will be discussed in the supplement.

The Turkey Point Supplemental Summary Report, as previously stated, is scheduled for submittal by October 25, I 985.

If this task analysis is not complete by October 3I, l 985, we will request a meeting with the NRC staff to discuss an alternate task analysis approach.

All control room changes made for Safety Parameter Display System (SPDS),
Regulatory Guide l.97, and operator training request are performed by the use of PC/M's.
We will integrate the DCRDR review through the temporary program discussed in Item 4 or the long range PC/M program stated in Item 8.
The schedule and completion dates given in the original DCRDR Summary Reports are no longer valid. Revised schedules for the St. Lucie and Turkey Point Detailed Control Room Design Review implementation will be provided when the Supplemental Summary Reports for the St. Lucie and Turkey Point Plants are submitted.
