The purpose of this letter is to document conversations with your staff and the St.
Lucie Plant NRC Resident Inspectors regarding handling and storage of fuel assemblies.
Agreement was reached between NRC and Florida Power and Light Company during these conversations that fuel assemblies, situated in the spent fuel pool for inspection and/or modification, are not considered to be stored.
That is, fuel assemblies are considered to be stored only when placed in their designated storage cells for long term storage.
