NUREG 0737 The flood level elevation of 26.0'as stipulated as a design basis number to be utilized for the procurement of the TMI Containment Wide and Narrow range detectors.

This design basis number is in compliance with the NRC Criteria (Ref 3, item II.F.1, Att 5, "Containment Water Level Monitoring").

We have reviewed the maximum containment water level analysis and have determined that the maximum water level is at elevation 25'3".

This flood level is a result of conservative calculations which consider the maximum quantity of fluids from the Reactor

Vessel, Steam Generators, Pressurizer, Safety Injection Tanks, Reactor Coolant Piping, Boric Acid Make-Up Tank, Refueling Water Tanks and the Hydrazine Storage Tank.

The bottom of the purge check valve disc is located a

which is 4" above the calculated maximum flood water Therefore, modifications to the purge system are not sufficient margin exists to allow the check valve to safety function.

required because perform its intended PEOPLE... SERVING PEOPLE Pursuant to license condition 2.C.8 of the St. Lucie Unit No.

2 Facility Operating License NPF-16, Florida Power lm Light Company is required, prior to exceeding 5X of rated thermal power to make the necessary modifications to assure. the operability of the Continuous Containment Purge/Hydrogen Purge System in the event of a Loss of Coolant Accident.

This license condition arose as a result of an investigation which showed the System's make-up line check valve at the same elevation as the maximum containment water level elevation (Ref 2, Subsection 7.5.3.2).
