Dear. Mr. Clark:

Florida Power & Light Company has reviewed the pressure-temperature (P-T) limits in the technical specifications as a

result of thermal shield removal.

It has been determined that the IO-year P-T limit (Tech Spec page 3/4 4-23b, Amendment No. 28), is valid for the upcoming Cycle 6.

Analysis using fluence rates of CEN-I 89 and methodology of Regulatory Guide l.99, has shown that several discrete combinations of pressure and temperature are consistent with Page 3/4 4-23b of the technical specifications.

Furthermore, as indicated at the April 25) l983, meeting with the NRC, Reference (I), the v'essel fluence rate was increased by a factor of l.75 as a result of removing the thermal shield.

With'his increased rate of fluence, the P-T limit presently in the technical specifications (Page 3/4 4-23b),

is valid for 7.4 EFPY; rather than IO EFPY.

Since St.

Lucie I

has accumulated about 4.6 EFPY to date, Page 3/4 4-23(b) remains valid for the forthcoming Cycle 6.

As results of the surveillance capsule program become available, including updated fluence calculations, the St. Lucie I P-T limits will be reviewed and revised, if necessary, prior to exceeding 7.4 EFPY.
