Docket Ho. 50-335 Post-TMI Requi rements HUREG-0737 Item I I.D.1 PWR Relief and Safety Valve Testing NUREG-0737, Item II.D.1.B contains the provision that PWR utilities demonstrate that PORV block valves function properly over the range of expected operating and accident condi tions.
During a meeting with NRC staff and utility representatives held on July 17, 1981, the above provision was discussed in detail and substantial agreement was reached regarding resolution of the requirement.
The details of the utility position is contained in a letter to Harold Denton, NRC by R.C.
Youngdahl, Consumers Power dated July 24, 1981.
Prototype testing of representative valve and operator configurations was performed under the EPRI program.
These test results were transmitted to Harold Denton, NRC by R.C. Youngdahl, Consumers Power on June 1,
1982 on behalf of the member utilities.
The block valves at St.
Luci e 1 are similar in design to the tested valves and the "PORV Block Valve Information Package" is applicable to St.
Luci e Unit 1.
The test results indicate satisfactory performance for tni s valve design.
In addition, the valve and operator manufacturers have verified by analysis that the valves and operators are properly sized to open and close against maximum design flow and differential pressure.
In conclusion, we believe that HUREG-0737; Item II.D.1.B. is satisfied by the "PORV Block Valve Information Package" and the above information.
